Biography

Christine V. Bator is Of Counsel to Pearlman and Miranda. Her practice focuses on Corporate and Regulated Entities including energy, water, health and other critical infrastructure industries.  

Ms. Bator has legal expertise in public-private partnerships, corporate, regulatory, administrative law, arbitrations and financial transactions and acquisitions. She has served as outside general counsel and special counsel to numerous entities. Ms. Bator has served as a rule 1:40 mediator and an arbitrator for the American Health Lawyers Association. She was appointed Chair of the District VII Fee Arbitration Committee by the New Jersey Supreme Court for two 4-year terms. 

Ms. Bator specializes in public utility regulation (including water, telecommunications, energy and one of the nation’s largest alternative energy programs), transportation and health care. Ms. Bator served in the administration of five New Jersey Governors as a Commissioner of the New Jersey Board of Public Utilities, New Jersey Highway Authority, the New Jersey Turnpike Authority and in-house counsel to the Commissioner of Health.

As a Commissioner of the New Jersey Board of Public Utilities, Ms. Bator was responsible for regulating the Energy industry in New Jersey. She was a member of the National Association of Regulatory Commissioners Gas and Critical Infrastructure Committees, as well as a member of the advisory committee of the Gas Technology Institute, a non-profit organization that developed new technology for the natural gas industry.  

In her role as a Commissioner of the $2 billion New Jersey Highway Authority, which owned and operated the Garden State Parkway, Ms. Bator chaired the audit and finance committees,  created the authority’s first audit committee charter, worked to accomplish the Authority’s  merger with the New Jersey Turnpike Authority and the privatization of the Garden State Arts Center.

At the New Jersey Department of Health, Ms. Bator served as the Director of the Office of Legal Affairs and oversaw the regulatory and administrative process for the agency.

Ms. Bator has written and lectured extensively on corporate governance, health care, energy, environmental and business and regulatory issues. As an Adjunct Professor at Rutgers Law School, she teaches a high-level seminar and writing intensive course on Energy Law, focusing on current legal and regulatory developments and critical legal research.  

As a past President of Executive Women of New Jersey, Ms. Bator created its first program dedicated to increasing the number of women on corporate boards. Ms. Bator was also on the board of the New Jersey Women’s Political Caucus and  task force chair for the National Women’s Political Caucus. She was elected to two terms as a NJ Republican State Committeewoman.
